I tried downgrading to 4.4.0-101-generic - no change I tried adding the ppa ppa:ci-train-ppa-service/2685 and using sudo apt update then sudo apt full-upgrade to upgrade bluez to 5.46 in Linux Mint 18.2 - this improved things a bit. Less video freezing and able to resume from freezing.
