Hello Chad, or anyone else affected, Accepted cloud-init into artful-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/cloud- init/17.1-46-g7acc9e68-0ubuntu1~17.10.1 in a few hours, and then in the -proposed repository.
