Issue:
Desktop is not responding to any clicks, I cannot click any icon with either 
left or right mouse button.
Furthermore I cannot log out using the upper menu, after clicking 'logout' 
nothing happens.
If I lock the screen and unlock, the issue still persists.
Toolbars work, so I can reboot the system, use the ubuntu launcher and the 
icons on the toolbar.

Steps to reproduce:
1. Click an icon to start any long-starting application (in my case it was 
vscode).
2. Click on an item on the desktop, press SHIFT+DEL. The confirmation dialog 
appears 'are you sure you want to delete...?'
3. The long-starting application pops up, covering the whole screen.
4. Minimize the application window.

Afterwards the confirmation dialog is not reachable, it's not visible
any more, and desktop is unresponsive.

Expected:
The confirmation dialog should be visible when I minimize the application.

My system:
Description:    Ubuntu 16.04.3 LTS
Release:        16.04

System is up-to-date.
