I tried to reproduce this issue on Ubuntu 16.04, but was able to install libsndfile1-dev without similar issues. It might be that apt tried to install an older version of the -dev package which caused a version mismatch with libsndfile1. Could you please run `sudo apt update` to update the package list and see if that solves the problem. If the issue persits, could you add the output from `apt policy libsndfile1-dev` to see which version of the dev package it tries to install? Btw, when reporting bugs in the future please use apport by using 'ubuntu-bug' and the name of the package affected.
