Public bug reported:

Panasonic Toughbook CF-30K (Mk3) touchpad is not detected as a touchpad,
but rather only a PS/2 mouse. Pointing and clicking works, but scrolling
doesn't (and there is no touchpad options in the relevant control panel,
only pointer speed).

This appears to be happening in the kernel, not in X.
