Public bug reported:

pygtk is unmaintained upstream. It has not had a release since GNOME 3
was released in 2011.

pygtk will be removed from Debian and Ubuntu soon. Based on the current
list of reverse dependencies, I don't expect this to happen before
Ubuntu 18.04 LTS's release but it could happen for 18.10.

The way forward is to port your app to use GObject Introspection
bindings (and gtk3).

This will also enable you to re-enable several features that have had to
be disabled (Browser, Terminal, Appindicator).
