Thanks for reporting. According to the package publishing history (available in the upper right corner on the overview page): it looks like this package was removed during the Yakkety release schedule https://launchpad.net/ubuntu/+source/sysv-rc-conf/+publishinghistory. Apparantly SysV is not supported :/
