Thanks to hjd, bionic is bringing GnuPG up to v2.2.4:

However, the PKCS#11 smart card library is still lagging behind with
v0.7.3 (released in 2011 and doesn't include fixes for compatibility
with the major changes that were in GnuPG 2.1).

Version 0.9.0 was released in 2017 and folds in many required updates.
Those who use smart cards with GnuPG are surely going to need this,
myself included.
