Dropping changes should be reported in the changelog, not in the bug report. What is the justification for dropping this change? The fact that libglu1-xorg-dev provides libglu1-mesa-dev which depends on libgl1-mesa-dev is not enough since its an or-ed dependency. Note that in the previous ubuntu change also libgl1-mesa-dev | libgl-dev was added in place of the debian libglu1-xorg-dev | libglu-dev. I would check with the previous Ubuntu uploader what was the reason to add this change and if it should be retained or not.
