It seems I didn't read carefully Your additions to the bug description.
Especially the line:

"Now run do-release-upgrade --proposed and check that it does not do
that."

Thanks to @Brian Murray for the note.
So, if there is someone still running Ubuntu 17.04 and want to upgrade to 
17.10, can open a terminal window and run the command:

  do-release-upgrade --proposed
