bin/bugreport.cgi?bug=883641

** Description changed:

At least php-phpdocumentor-reflection (leaf package) should be removed,
- as even the latest upstream release (2.0.0) is unable to pass its own
- tests with the versions of packages in bionic-proposed currently.
+ as even the latest upstream release (3.0.1) is still only compatible
+ with php-parser 1.x and if patches to bump that dependency it is unable
+ to pass its own tests with the versions of packages in bionic-proposed
+ currently. The php-parser dependency has been bumped upstream, but not
+ in a released version and the divergence between the upstream master and
+ develop branches is significant.

I will update this bug with additional packages as encountered.
