Fedora 26 and 27 started out with flatpak 0.9.x, so they transitioned to 0.10.x in the updates process. Fedora 28 will ship with flatpak 0.11.x, and will likely transition to 0.12.x post-GA if it doesn't release before GA in May. There is a switch in 0.10.4 to disable building the desktop portal in flatpak itself (--disable-document-portal) so that you can use xdg- desktop-portal 0.10's implementation.
