I now have drivers from bionic proposed, the problem I had before
was that I had attempted to manually correc nvidia-drm-outputclass-ubuntu.conf
by commenting out the lines which had caused errors before,
and re-installing wasn't overwriting it.
I returned it to default state. I can now get the lightdm up.

on xorg.0.log it seems to load now, I get to the login dialog,
but none of my sessions will load ( I just go back to the lightdm dialog.)
there are no errors, it just dumps me back at the lightdm
screen. I added a bunch of -desktop packages to see if it was an
environment thing. The failure to login happens with *ubuntu*, *unity
(default)*, *Ubuntu on Wayland*. With *mate* it doesn't exist, but I get a
screen with a single icon, and no other elements of a desktop, so I can only
open
shells.
