The same bug is still present in Kubuntu 7.10. I just opened an ISO-8859-1 file on UTF-8 locale. Most of the text was in plain ASCII so I did not notice that anything is wrong. I did some editing and saved the file. There were no warnings, and all non-ASCII characters are replaced with garbage. Some data is lost.
