This is not a bug of Avahi, Avahi is only handling the DNS-SD broadcasts. The queues are created by cups-browsed and which queues are exactly created can be configured in /etc/cups/cups-browsed.conf.
The dirctive to control this is "CreateIPPPrinterQueues".
