A quick look at the source code suggests that this is implemented
upstream
(https://cs.chromium.org/chromium/src/net/proxy_resolution/proxy_config_service_linux.cc?type=cs&sq=package:chromium&l=186).

This appears to have been implemented in 2009
(https://chromium.googlesource.com/chromium/src/+/861c6c6d56add9157e04aa2ac43bec8e33bf1cc1).
