The reason we recommended 0.44.1 is that traditionally 0.X.0 releases have had regressions that we have had to fix later. Since 0.45.0 was so close to Ubuntu freeze it was considered safer to stick with 0.44.1 because it has been tested in the field. However it turned out that 0.45.0 actually had no regressions and it is even possible that there will never be 0.45.1 because of this. Thus it seems to be safe to go with 0.45.0 for bionic if you so wish.
