just an other issue with the time applet. Today, 28-OCT-07, at 02:00h in
de morning we here at Brussels have changed from summer time to winter
time. Once again I give you the data that you probably need to resolve
this issue: 

Applet time: 10:09 h
Terminal time: 10:09:50 h ("date" command)
Speaking clock time: 09:00 h (CET)
Time & Date Settings: Europe/Brussels
“Keep synchronised with Internet Servers”
Time server: ntp.ubuntu.com

Here some other use-cases I've tested:

1.0) When I change my setting for the applet to "manual" and click on
"Synchronise now" the result is still the same
Applet time: 10:14 h
Terminal time: 10:14:51 h ("date" command)
Speaking clock time: 09:05 h (CET)
Time & Date Settings: Europe/Brussels
"Manual"
"Synchronise now"
Time server: ntp.ubuntu.com

2.0) When I, 09:20:00 h, manually adjust the applet time to 09:20:00 h
the results are: 
Applet time: 09:20 h
Terminal time: 09:20:00 h ("date" command)
Speaking clock time: 09:20 h (CET)
Time & Date Settings: Europe/Brussels
"Manual"
Manually adjusted
Time server: ntp.ubuntu.com

2.1) When I now return to the time-applet, at 09:25:00 h, and click once
again on "Synchronise now" the results are:
Applet time: 09:25 h
Terminal time: 09:25:00 h ("date" command)
Speaking clock time: 09:25 h (CET)
Time & Date Settings: Europe/Brussels
"Manual"
"Synchronise now"
Time server: ntp.ubuntu.com

3.0) When I, at 09:35 h, change te settings from “Manual” to “Keep
synchronised with Internet Servers” the results are:

Applet time: 09:25 h
Terminal time: 09:25:00 h ("date" command)
Speaking clock time: 09:25 h (CET)
Time & Date Settings: Europe/Brussels
“Keep synchronised with Internet Servers”
Time server: ntp.ubuntu.com


4.0) After a “restart” of the system at 09:41 h the system comes back up
again and the results are:

Applet time: 09:43 h
Terminal time: 09:43:00 h ("date" command)
Speaking clock time: 09:43 h (CET)
Time & Date Settings: Europe/Brussels
“Keep synchronised with Internet Servers”
Time server: ntp.ubuntu.com



4.0) After a “shut down” of the system at 09:49 h and restarting the
system, at 10:59 h, the results are:

Applet time: 10:59 h
Terminal time: 10:59:00 h ("date" command)
Speaking clock time: 10:59 h (CET)
Time & Date Settings: Europe/Brussels
“Keep synchronised with Internet Servers”
Time server: ntp.ubuntu.com
