Sorry for spamming, but I could not find how to edit my previous comment - in my case the freeze happened with every boot. Additionally, for some reason, I was not able to boot KDE Neon from a usb either, and that one was not used or updated in a while. I was thinking that it's somehow swap-related, but it wasn't, since the problem persisted after I commented out the swap in fstab.
