Hmm ...

My experience:

1. I installed Ubuntu 18.04 from a daily built a couple of days ago

2. I plugged in an encrypted ext4 usb-stick. It did not work. I tried to
format an usb-stick with encrypted ext4. It did not work.

3. I installed "cryptsetup". It still did not work.

4. I installed "libblockdev-crypto2" (that is not marked to be part of
supported Ubunut-Packages) and it worked.

Sry, I cannot say more about this issue.
