confirming that on TOSHIBA Portege, the bug has disappeared after
upgrade to 18.04 beta with kernel 4.15.0-13.

The line 
GRUB_TERMINAL=console
is not needed anymore and X starts OK, and the error message I mentioned above 
is not reported in the log.

I am getting an error message in dmesg though:

[   24.576771] [drm:intel_enable_lvds [i915]] *ERROR* timed out waiting
for panel to power on

maybe because 1000 msec delay that is in the kernel source is not
sufficient, who knows.

Also, lxrandr is unable to save and then next time properly load
settings. I have read somewhere that it may be because the modes are
somehow not properly reported during start.

Also, plugging the monitor to VGA requires restart before X is shown
there, even though it is recognised after plugging in (i.e. with randr
output)

And also, nothing is shown on the screen during grub booting, no menu,
graphics screen, or whatever, but maybe that is to be expected, I do not
know.
