Public bug reported: On Ubuntu 17.10 the 'Software Updater', when there are updates, in addition to showing me the update 'pop up', also has already downloaded everything in the background.
But my update settings only instructs ubuntu to notify of updates, not to download. Settings on my 'Software & Updates' settings page is set to 'Display Immediately' I tried disabling using: 'systemctl disable unattended-upgrades.service' But again the updates are getting auto-downloaded. I also tried the 'dpkg-reconfigure' option and selecting option 'no', but again the problem persists.
