There are actually two different bugs: - Wireless hotkey doesn't work: It's a bug in GNOME. You can try KDE and you'll see it works just fine. So the udevd hwdb is not necessary.
- Annoying "unknown keycodes" Both wireless hotkey and Fn/Multimedia hotkey "key codes" are for notification.
