This bug is missing a justification for why this needs to be in Ubuntu 18.04 LTS.
It is now very late (we are in Final Freeze) and this package is included in the Lubuntu, Ubuntu Studio, and Xubuntu images. If it doesn't make it in before release, you are welcome to do a Stable Release Update instead.
