Public bug reported: Fresh install of Ubuntu Mate 18.04. Chose "mutiny" layout from mate- tweak (so this might be a mate-tweak but not mate-panel) and the panel is now correctly placed, but with a large right-hand margin making it appear too wide/twice the correct width.
