Public bug reported:

Right after boot up I receive an internal error, "failed to initialize
HAL!".

This occurred immediately after upgrading to Ubunto 7.10

My CD reader/writer and DVD reader and my combo CD/DVD reader writer are not 
recognized.
My external hard drive no longer mounts.
If I try to view System-->Preferences-->Hardware Information, a window tries to 
pop-up and then quicly disappears.
