Public bug reported:

I chose the option to erase Ubuntu 17.10 to install a fresh copy of
Ubuntu Budgie 18.04 and a message eventually came up during the
installer, saying GRUB failed to install (although it was already
installed from the previous Ubuntu installation). And then the installer
crashed, giving me the option to to this bug report.
