It's a fresh install, I am not upgrading from a previous version. As a matter of fact I installed Ubuntu 18.04 on two different computers and both behave the same way with the login screen: when I make a typo in the password, I can't login even if I type the correct password the next time. It just shows the wallpaper / background but nothing happens. By the way, the above bug-description is not mine: I just converted a question someone asked about a week ago to this bug report because I also have the same problem and nobody answered that question yet.
As for the package, sure if 18.04 uses gdm3 then it's gdm3. I was just following the Wiki you linked me which says that if it's the login screen then it's LightDM (https://wiki.ubuntu.com/Bugs/FindRightPackage#At_the_login_screen), so that documentation also needs an update because it's apparently out of date and contains false information.
