@Photon: Thank you for pointing out that workaround. I can confirm that following that procedure has resurrected the Shutter edit function.
For anyone else following through here, if you cannot get Shutter operational again, you may want to try out Flameshot. I evaluated various screen grabbing apps and this was the most functional (as far as a Shutter user is concerned). Once you figure out how to invoke it, it works pretty well.
