Did this issue start happening after an update/upgrade? I did not try using cheese previously. I had previously been using Skype and Google Hangouts [16.04] with no problems. When I upgraded to 18.04 the video for those applications stopped working. Troubleshooting recommendations I found indicated that Cheese should be used to test. It was then that I discovered this problem with Cheese.
Was there a prior kernel version where you were not having this particular problem?
