The Noto Emoji font already works fine for me in Chromium. Try https://unicode.org/emoji/charts/full-emoji-list.html and look at the Browser column which should match the Google column. (There are a few exceptions: hamburger, beer mug, pistol, etc. where the website is slightly out of date for Google's emoji.)
Maybe Electron uses a too-old version of Chromium?
