Public bug reported:

Ubuntu is not upgrading from 16.04 to 18.04 .

Even when i type sudo do-release-upgrade it is showing that no new
release found.

But when i type Alt+F2 and then update-manager -cd it is showing upgrade to 
18.04 and then it is stopping at 
3 rd step reporting that cannot calcualte packages 

it is showing either ur system is in pre-release version like that.
