I did.
I did a complete fresh install in one of my partitions.
"Desktop" did its default "/home/scott/Desktop" initially.
Then I swapped out the default user-dirs.dirs with mine (see above),
logged out, logged in, and it was just as I reported it above
(see initial description,as well as #13).
I had not added any packages (but did update-software, to get the 
updated packages that had changed since install).
