Looking at the hdparm entries in power.sh, I can't see how they can be executed anyway even if laptop mode is on. The /sys filespec in the for loop doesn't appear to correspond to the current layout of the filesystem (at least on my Gutsy installation here).
Therefore all control must come from laptop-mode.conf if laptop mode is switched on.
