It is the installation of grub that should insert the postinst_hook for grub. If you install grub manually, you must make sure you also do this. Did you follow a HowTo?
The grub package itself can not do this AFAIK, since theoretically the grub package can be installed while not being used for booting. I guess the grub-installer takes care of this during a normal installation. Yes, you can add the 2 missing lines.
