The most likely cause of this is LP: #1734147.  If you are affected by this
issue, it is important that you follow the steps to reset your firmware's
writability, because a drive failure in the future could leave you unable to
boot any operating system at all on your computer.

This issue will definitely not be cleared by apt -f install.

However, while it's a serious issue, there should also be no harm at all in
rebooting.  You won't be able to upgrade your bootloader until this issue is
resolved, but the bootloader you currently have on disk should continue to
work as before.
