The bug still exists, and has for the last 9 years. If you had read the bug description, you would have find out that everything you posted is irrelevant. Simply look at any of the file listings of the package, e.g. https://packages.ubuntu.com/bionic/amd64 /thunderbird-gnome-support/filelist .
Why should I generate any sort of collected report when the bug is that the package in fact contains only two text files instead of the real content of the package?
