On the channel we discussed a potential systemd feature of having a ConflictsDisabled= line that chrony could set that would disable timesyncd if chrony was enabled. That would fix this issue while also fixing that one where actively uninstalling timesyncd on chrony install leaves you without a time sync daemon on chrony uninstall.
