I have more information on this issue. It turns out that I do two things that are unusual: I set the MTU of the ethernet device to 2156. Then I send a non-IP ethernet type packet with a length of 2170 bytes (2156 + 14 bytes ethernet header) using raw sockets. The raw socket receiving it, gets a message with length 70, whether I use recv_mmesg(), or just read().
