Public bug reported: I suspect this to be a bug related to mutter, but I'm not sure.
On Ubuntu 18.04 using either Nouveau or NVIDIA's driver (from Ubuntu's "Additional Drivers" utility), when I select and apply a higher available refresh rate for my monitor (e.g: 240hz), the change is only applied to mouse movements, whereas if I drag applications' windows around I can clearly see their movement is still at the default 60hz.
