Thank you for taking the time to report this bug and trying to help make Ubuntu better. However, Skype is not supported by the Ubuntu repositories. Because of this the Ubuntu project can not support or fix your particular bug. Please report this bug to the provider of the software package.
However, the 7.10 Gutsy Gibbon release of Ubuntu is out. I'd encourage yout to download and try the new version of Ubuntu from http://www.ubuntu.com/getubuntu/download and see if this helps alleviate your problem.
