I'm happy to help out.  Seeing as I installed 7.10 clean from the final
release, I can no longer reproduce the specific error described in the
bug report above because I don't have a copy of kernel
2.6.17-10-generic.  What I ended up doing is installing and removing the
server kernel from the gutsy repositories. The output from this is as
follows:

Based on this output, I'd say that the problem has been fixed, as apt is no 
longer spewing warnings upon the removal of a kernel.  The same command 
(/sbin/update-grub) is being run here as in the big report, but on this 
version, there are no errors.  Also, if I run 'sudo /sbin/update-grub' no 
errors are returned there, either.  I can't speak for people upgrading from 
Edgy to Gutsy, but this problem does not appear to exist on newly installed 
Gutsy systems.  One other thing to consider is that the machine that I am on 
now is a different laptop from the one that experienced this error- I'm 
attaching the requested logs anyway, but that is something that you should keep 
in mind. (Unfortunately, I no longer have access to the other laptop, or I'd 
test it on that one as well.)
