Thanks for reporting. https://launchpad.net/ubuntu/+source/zypper has been packaged now, and is available in 16.04 and the upcoming 18.10. (Looks like there was some bugs which caused it to skip the 18.04 release https://launchpad.net/ubuntu/+source/zypper/+publishinghistory)
