Just to follow up on this issue. I just realized that if you install 
gnome-tweak tool 
[sudo apt install gnome-tweak-tool] you can actually choose between coherent or 
independent behavior of your multiple monitors across workspaces.

Once installed, launch tweak and then click on workspaces. then choose "
Workspaces span displays"  (instead of the default choice "Workspaces on
primary display only" !)
