Your system has plenty of conffiles manually deleted. Like for example: modified.conffile..etc.libvirt.libvirtd.conf: [deleted]
DPKG/Apt can't differentiate if you wanted this as a configuration of the service or just to remove it. With that the service can't restart and that is what is needed on the upgrade.
