The first line in 
/etc/X11/xinit/xinput.d/scim-chewing,  "XIM=SCIM", will do the magic. It is 
very common for im-switch's conffile to use "XIM" instead of "XMODIFIERS". It 
do work in X programs not using GTK or Qt.
