It fails with possible reasons being the following:
* Upgrading to a pre-release version of Ubuntu
* Running the current pre-release version of Ubuntu
* Unnofficial software packages not provided by Ubuntu. 

There are additional software packages not provided by ubuntu that are
installed on the system, but they have not blocked updates in the past.
