As I marked this bug as affecting me I've since figured out the problem. 1. The perl module File::Scan::ClamAV was removed however it wasn't reinstalled during the upgrade. It is now installed.
2. In my case there was an issue with a non-stock SA rule, KAM.cf. This was an old version of the .cf file and had a typo - won.you.{1,10]gbp which should be won.you.{1,10}gbp.
