Chico, "Force version" will only work where there is a choice of
versions available in the repositories. You might add a PPA but the
repository version gets installed instead.

Try this: search for chromium-browser or firefox. "Force version" should
show the currently installed version through bionic-updates and the
version that was in the repositories when bionic was released. "Force
version" will allow you to downgrade if you really need to.

To see if a package has multiple versions available, right-click on any
package, choose properties and on the versions tab you will see a list
of available versions. The package 0ad doesn't have any alternatives so
the option in the Package menu is correctly greyed out.

I don't see a bug here so marking as "Incomplete"
