Public bug reported:

During an attempt to upgrade from Ubuntu 16.04 LTS to 18.04 LTS, the
"do-release-upgrade" commands exits due to "an unresolvable problem
occured while calculating the upgrade".

Before the upgrade, I successfully executed apt-get update, apt-get
upgrade and apt-get dist-upgrade without errors or warnings.
